A Warning for Keir Starmer drawn from His Own Past: If You're Not Bold regarding Britain's EU Exit & Europe, His Labour Rivals Shall Be.

Back in 2018, a mere a short phrase to ignite a Labour conference and to show Labour was becoming disillusioned with Jeremy Corbyn. Although not precisely soaring oratory, the words met with rapturous applause as delegates rose in an impromptu ovation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, visibly startled. He wasn't really accustomed to his addresses producing such a reaction. All he had said was: "We are not excluding staying in the EU". Context, however, is key.

In that deeply polarized period in 2018, departing from his agreed text like this was inevitably viewed as issuing a challenge to the party leader, who was trying to prioritise leave supporters in working-class seats above the Europhile sentiments of his party. With that single address, this grey-suited shadow Brexit secretary underwent a transformation – albeit temporarily – into a risk-taker who championed the party's base against a leader he would later replace.

The Evolution of Stance & Closed Issues

In the years since, much has happened, especially for Starmer himself. An early move after taking over from Corbyn in 2020 was to declare the Brexit issue was resolved by the 2019 national vote. And, at the last one, he repeatedly emphasised unbreakable pledge promises that forbade rejoining the EU, the single market or a customs union.

Similar to Corbyn, the PM's approach has been to pursue Brexit-y voters in key seats, despite survey data indicates many of them have passed away or shifted opinion.

A Lid That Rattles on Europe

However, it’s now Starmer is now to face the pressures of being a Labour leader. And, if EU relations is no longer the boiling pot of British politics, the cap which was firmly shut for five years is beginning to rattle again.

Both Starmer and Rachel Reeves have intensified their language about the devastation caused by Brexit has caused to Britain's economic standing. This serves as an effective tool with which to beat the Reform UK leader, who now rarely mentions how leaving the EU was once his singular purpose and is still his only real achievement.

Nevertheless, the extent of the economic harm, reportedly has left Britain with an economy that is between 6% and 8% smaller compared to EU membership, towers over the minor adjustments so far offered by the government. The PM's much-touted re-set deal agreed with Brussels in 2024 offers economic benefits quantified in fractions of a percent.

Internal Pressure & Bolder Ideas

Rachel Reeves is one of those trying to overcome long-standing interior ministry opposition to a broader scheme of a growth-enabling youth mobility scheme by which youths can move between the UK and the EU to study or work.

David Lammy muses openly about the clear advantages of joining an EU customs pact, as several Labour backbenchers, such as the head of the Treasury select committee, last week supported an opposition proposal on customs union membership.

While Nick Thomas-Symonds, who oversees UK-EU relations, now present at every cabinet meeting, insists the firm boundaries remain unchanged, there exist avenues these could be bypassed. One idea involves declaring the commencement of negotiations now for a more ambitious agreement, to be featured in the following election platform, with implementation only if securing a new electoral mandate.

Starmer's Fundamental Scepticism

However, Starmer has lately been pouring cold water on the idea by warning rejoining a European customs area could undermine the trade pacts with the US, which he views as key accomplishments of his premiership.

It is understood that the PM’s scepticism go still deeper, and is rooted in several key concerns.

  1. Firstly, he thinks any customs union agreement is now much harder because his ministers busily de-aligning from EU regulations across a range of policy areas, including the environment.
  2. Secondly, the prohibitive cost demanded from Britain for entry into a European defense initiative and the subsequent collapse of negotiations has led UK negotiators that former EU partners have little interest in offering favorable terms with Britain than in demonstrating that Brexit does not work.
  3. Thirdly, America's latest security doctrine, which has been welcomed by the Kremlin, is viewed by some influential figures in Number 10 as a reason for Britain to keep its distance from Europe.

An Alarming Document & Strategic Considerations

This strange and concerning document claims Europe faces cultural extinction because of Muslim migration. It includes only one reference to Britain, placed beside a proposal that the US government may interfere in British politics to foster the growth of nationalist movements.

However, instead of concluding that this makes America an undependable ally, the government reportedly fear that aligning closer with Europe would destabilise geopolitics further by endangering precarious American backing for Kyiv, NATO, and other alliances.

Succession Chatter & The Ghost from the Past

All of which returns us to the conference of 2018. The PM has consistently stated his speech was not a pitch to become leader but simply an attempt to keep open the possibility of staying in the EU in a future vote. In fact, back then, he still supported a tailored trade agreement similar to the one he currently seems to reject.

Observers within the Prime Minister's office note that the Health Secretary, widely considered would stand in any leadership election, is among a clutch of cabinet ministers signaling they want to go further on Europe.

Staff for the Deputy Prime Minister, another likely contender in a future race to replace Starmer, insist she won’t discuss her position regarding a customs pact as it would merely “escalate unhelpful speculation”.

The Obvious Danger & A Prudent Reminder

The risk is clear. If Starmer rules out significant moves towards EU alignment, he allows rivals to occupy the space where the overwhelming majority of Labour MPs, members and voters reside.

It would be wise of him to recall the effect just a few words had on his career seven years ago. Potential pathways for a major proposal on Europe which the PM should not “rule out”; he should prise them open personally, rather than letting rivals adopt them as their own.
